BC Housing and The Homeowner Protection Act: Builder Licensing, Consumer Services and Compliance

Please join the Iranian Engineers of BC Association (IEBCA) for an informative webinar presentation from BC Housing’s Michelle Hayes, Executive Director and Registrar, Licensing and Consumer Services, and Anthony Garcia, Deputy Registrar, Compliance, Licensing and Consumer Services.

This presentation introduces attendees to the Licensing and Consumer Services branch of BC Housing. Licensing and Consumer Services is mandated by the Homeowner Protection Act and is therefore responsible for programs that protect homebuyers in British Columbia. This includes licensing residential builders and monitoring the private-sector home warranty insurance system that protects consumers against defects in new homes. The Licensing and Consumer Services branch also administers owner builder authorizations. Join us to find out more about the work of the Licensing and Consumer Services branch and how they can help you and the Residential Construction Industry.

1) The event will be in English, and EGBC members may claim 1.5 Continuing Education (CE) Hours for attending the event.
2) At the time of the event, the admittance to the presentation room starts at 5:15 PM, and the program starts at 5:30 PM sharp. Michelle is the Executive Director and Registrar, Licensing and Consumer Services at BC Housing. She joined BC Housing in 2003, serving in various management positions in the Licensing and Consumer Services department before taking the role of Deputy Registrar, Licensing in 2016. In her current role as Executive Director and Registrar, Licensing and Consumer Services, she is responsible for administering the Homeowner Protection Act, overseeing licensing compliance and consumer-service operations. She leads important initiatives to increase the quality of residential construction and strengthen consumer protection.


Anthony Garcia
Deputy Registrar, Compliance
BC Housing

Anthony is the Deputy Registrar of Compliance for the Licensing and Consumer Services branch of BC Housing serving in this senior position since July 2015.He joined the Homeowner Protection Office in 2001 as a Compliance Officer and was responsible for the Lower Mainland region. Since then, Anthony has served in various management positions with province-wide oversight and was the Senior Manager of Compliance for a number of years. Anthony is proud of his work to protect British Columbia homebuyers by ensuring compliance with the Homeowner Protection Act and its regulations. Coupled with his extensive regulatory background, Anthony brings a wealth of experience to BC’s residential construction industry.
