City of Richmond’s Procurement of Architectural, Engineering and Construction Services – Present and Future

This presentation provides an overview of City of Richmond’s approach to the procurement of Architectural, Engineering and Construction (AEC) services. After providing an overview of the procurement strategies and processes for AEC services, the Minoru Centre for Active Living project is used as an example of a recent large project to illustrate how the overall procurement process is implemented in a project. Next, the presentation zooms out and provides a listing of major facilities projects in progress. Then, the City’s Work Plan for the year 2021 and beyond for Facilities and Project Development is elaborated. Finally, a Question-and-Answer session will provide an opportunity to the audience to pose their question to the speaker.

Mr. Jim Young, P.Eng. is a 1984 graduate of the University of British Columbia in the Civil Engineering program. Jim joined the City of Richmond in 2002 from the private sector, and since then has worked in such positions as the Manager, Sewerage and Drainage; Manager, Engineering Design and Construction and City Dike Authority; Senior Manager, Project Development (Facilities); and currently working as Director, Facilities and Project Development. Jim brings 35 years of both public and private sector engineering and leadership experience into his position at the City of Richmond. While about 24 years of Jim’s experience is in the municipal infrastructure field, his current responsibility is for delivering the City’s capital and major building program, the City’s building major maintenance planning and implementation program, and all facility operations. It is a challenging 24/7 job! Last but not the least, Jim is a Professional Engineer registered with Engineers and Geoscientists BC and also an active member of the community.
